Pelosi Gives 48-Hour Deadline
This is my stimulus update for Sunday, October 18.
Pelosi and Mnuchin spoke last night, last night American time, Mnuchin was in Israel I believe, with the conversation surrounding the language regarding a national strategic COVID-19 testing plan because earlier last week Mnuchin said that he would accept the Democrats’ language with slight modifications.

And yesterday evening, at 10:17 Eastern Time, 7:17 my time Pacific Time, Speaker of the House Nancy Pelosi’s spokesman Drew Hammill dropped a bombshell in a tweet, he said, “The Speaker and Secretary Mnuchin spoke at 7:40 P.M. by phone tonight for just over an hour. While there was some encouraging news on testing, there remains work to do to ensure there is a comprehensive testing plan that includes contact tracing and additional measures to address the virus’ disproportionate impact on communities of color. There remains an array of additional differences as we go provision by provisions that must be addressed in a comprehensive manner in the next 48 hours. Decisions must be made by the White House in order to demonstrate that the Administration is serious about reaching a bipartisan agreement that provides for Americans with the greatest needs during the pandemic.”
Okay, so most of that was pretty much what you’d expect, but then he throws out this 48 hours in there.
What? What does this mean?
Well, this morning Pelosi was on ABC speaking with George Stephanopoulus, and she explained what this means.
Just for context, George asked her are we any closer to reaching a deal, and Pelosi went directly to the testing language. She claimed that Republicans took out 45% of the language that Democrats had in there for testing and tracing. It seems that a lot of this that Republicans struck had to do particularly with COVID-19 testing testing, tracing, and treatment specifically in minority communities and replaced all these pages with one sentence that says “contact tracing will be paid for by the federal government.” She also said that they made “slight” changes, one-word changes, but words that have a big impact on meaning, such as changing the word for some requirements from “shall” to the optional word “may.” And then George asked Pelosi about the 48-hour thing, and here’s the clip
OK, so the deal is that Pelosi means that a deal has to be done in the next 48 hours, and I’m assuming this clock starts ticking yesterday because that’s when this 48-hour thing was announced.
So that’s tomorrow. Cynically speaking, this is pretty interesting timing for Pelosi to come out with something like this considering that Treasury Secretary Mnuchin is currently leading a delegation right now to the Middle East.
But on the other hand, right now there are 16 days until the election, tomorrow there will be 15 days before the election, just legislatively speaking, just from a practical standpoint, the Speaker may have a point, because look, they have to agree on language, the White House and Pelosi, right, then a combined comprehensive bill has to be put together, House vote, Senate, Senate might want changes, back and forth, let’s say House and Senate agree, House vote, Senate vote, President signs, it’s a process, it’s a process.
Now, speaking of the Senate, based on things Mitch McConnell has said recently, it seems that the Republican-held Senate agreeing to a comprehensive stimulus bill to the tune of one-point-eight, two-trillion dollars, seems like a long shot at this point, and George asked Nancy about this, here’s the clip.
Pelosi didn’t really address the question directly, she basically said well you can’t take McConnell seriously anyway. Now, on this point, McConnell who last week really didn’t make it sound like he would entertain a big stimulus bill right now in the Senate, made a somewhat more promising statement yesterday, kind of back pedaling a little bit from his statements earlier in the week, yesterday, he said in Kentucky, “If Speaker Pelosi ever lets the House reach a bipartisan agreement with the Administration, the Senate would of course consider it. But Americans need help now.”
Back to the Pelosi interview, George asked her later on, “Bottom-line, Madam Speaker, are Americans going to get relief before Election Day?” And Pelosi said well that depends on the administration and how they have to get on board with the Democrats’ plan to stop the virus and the Child Tax Credit and the Earned Income Tax Credit and state and local, so just a very political answer there from the speaker.
So, Pelosi’s deadline is, just taking it literally, tomorrow for a deal to be struck to get stimulus passed before the election, while of course Mnuchin is in Israel, Bahrain, and UAE. The Senate, for its part, will vote on the new Republican skinny bill, 500 billion dollars, according to Mitch McConnel speaking in Kentucky yesterday.
He said it will include more than one hundred billion for schools as well as money for testing, tracing, and vaccine development and distribution. It will include unemployment and another round of PPP. Mitch also said that this coming Tuesday, the Senate will vote on a stand-alone PPP proposal, likely a vote to spend the unused money, the PPP funds that were not used.
It’s unlikely that even if the Senate can pass this thing, because remember he needs at least sixty votes, so some Democrats, to pass filibuster and take it to a floor vote, which isn’t likely, but even if the Senate passes these things, the House will shoot it down.
So with coronavirus cases rising in many parts of the country, with some experts saying a rise in deaths to follow, but you know they’ve been wrong on that before, but regardless some are saying that we are now looking at a third wave of coronavirus cases here in the U.S., and it appears to be the 11th hour or I guess more literally what, the 36th hour, for a stimulus deal to be reached between the White House and Pelosi in order for a deal to be done before the election, at least according to Pelosi herself.

But maybe you could a little more in the way of content so people could connect with it better. Youve got an awful lot of text for only having one or two images. Maybe you could space it out better?
