This is my stimulus update for Wednesday, December Twenty-Third, and we have gone from Nancy Pelosi being a stimulus villain to now having the opportunity to redeem herself thanks to Donald Trump. Last night and this morning she has done what she did not do months ago.
Months ago Nancy Pelosi had the opportunity to take Mnuchin’s one-point-eight-trillion-dollar offer and let Mitch McConnell refuse it to take the stimulus fall. She did not do that. Well, she is not making the same mistake twice. Last night as you all know by this point Donald Trump rejected the stimulus slash government appropriations omnibus bill that was passed by both houses of Congress on Monday.
I played you Trump’s full statement last night, and as you know among other things, Trump criticized the direct payments portion of the stimulus bill, he said six hundred dollars is not enough and that he wants two thousand dollars per person or four thousand dollars per couple.
In doing so he has delayed the stimulus check that millions of Americans were expecting last week, delayed the extension of unemployment benefits which expire in three days, the day after Christmas, and thrown the eviction moratorium that ends at the end of this month, next week, in jeopardy.
That is not partisan speak, that is just facts, so don’t crucify me, you 63% of you this morning who said in my poll that Trump is a genius. Well, if Trump is a genius, then so is Nancy Pelosi because she has put Republicans in an absolute bind right now.
Nancy Pelosi was swift to respond to Trump’s statement, tweeting last night, “Republicans repeatedly refused to say what amount the President wanted for direct checks.
At last, the President has agreed to two thousand dollars — Democrats are ready to bring this to the Floor this week by unanimous consent. Let’s do it!” And this morning Pelosi issued a statement, saying, “Just when you think you have seen it all, last night, the President said that he would possibly veto the bicameral agreement negotiated between Republicans and Democrats.
He said he would do so, unless the economic impact payments were increased to $2,000.” Note that Trump didn’t actually use the “v” word in his recorded statement, now that might be implied, either an actual veto or a pocket veto, but he didn’t actually say it.
Pelosi goes on to say, “In the bipartisan negotiations, Leader Schumer and I repeatedly asked Republicans what would be the highest number the President would accept for direct payments, and they responded with Sphinx-like silence. In the negotiations, they would never go above $600 and in some cases, proposed $500.” So Pelosi’s basically painting this picture of the negotiations where she and Schumer are across the table from McConnell and McCarthy, and saying, “OK, how high would Trump go on stimulus checks?”
And Pelosi’s saying that McConnell and McCarthy would respond with not a peep, with Sphinx-like silence. Is that a thing, is that an actual phrase, like I’ve heard quiet as a mouse, is silent as a Sphinx, do people say that? I mean, I take it she’s referring to like the sphinx statues like the Great Sphinx obviously, not the mythical creature which would be very loud I think, I’m just so interested here in why she picked Sphinx and not mummy or plush turtle or something, anyway she goes on to say, “Yesterday, I said that Democrats would go to the Floor and ask for Unanimous Consent to bring up a standalone bill to increase the payments. To do so requires the agreement of the Republican Leader [that’s McCarthy]. This agreement is necessary in the House and in the Senate.
If the President truly wants to join us in two thousand dollar payments, he should call upon Leader McCarthy to agree to our Unanimous Consent request. We are scheduled to go in for a pro forma session tomorrow at 9:00 A.M.. We are awaiting word from Leader Hoyer as to whether Leader McCarthy will agree to or reject our Unanimous Consent request. The entire country knows that it is urgent for the President to sign this bill, both to provide the coronavirus relief and to keep government open.”
So what is Nancy saying here, she’s saying that she is asking for Unanimous Consent on the House Floor. Well, for one thing, she’s not going to get Unanimous Consent, and she knows that, she just wants to make the Republicans look bad. What is Unanimous Consent?
It’s basically when a representative stands up in the House and asks that something be done by unanimous i.e. everybody consenting with no other representative objecting to the request. This way they’re able to skip all the red tape that would usually be involved in getting something on the House Floor.
So in this case it’s someone stands up, says, “Let’s add two thousand dollar stimulus checks,” no one objects, and that’s it as far as the House goes. To seek Unanimous Consent on anything in the House, your request needs to be cleared by both the House Majority Leader, in this case Steny Hoyer, and the House Minority Leader, in this case Kevin McCarthy. So this is actually genius on Pelosi’s part.
Let’s say McCarthy clears it, says OK let’s put this up for unanimous consent, you know at least one Republican in the House is going to object, now it makes the Republicans look like they’re in disarray and not unified behind giving more assistance to the people and it makes the Republicans look like the bad guys.
And obviously if McCarthy says no, that makes Congressional Republicans look like the unified bad guys and Democrats and Pelosi look like the good guys. So that’s what’s going on right now, that’s the latest, Nancy Pelosi has said she wants to put two thousand dollar stimulus checks on the House Floor for Unanimous Consent and she’s waiting for word from the House leaders, Steny Hoyer and Kevin McCarthy to know whether they will agree to or reject her unanimous consent request. I gotta hand it to Pelosi here, her quick tweet last night and this statement this morning is genius, and it really, really puts Republicans in a bind here as to how they’re going to proceed.
