Meadows Hints at More Executive Actions (Trump)

This is my stimulus update for Saturday, August 29.

Meadows Talking $1.3 Trillion Stimulus and Executive Actions

First and foremost, as I told you yesterday, the stimulus talk between Mark Meadows and Nancy Pelosi earlier this week went nowhere, it was all of twenty-five minutes with no progress.

Meadows later said that Trump would be open to a $1.3 trillion package, that’s the highest number — apart from Peter Navarro’s $2 trillion claim which appears to have been inaccurate — $1.3 trillion is the highest number we’ve heard from the Republicans on a second stimulus bill.

Meadows was talking to Eric Bolling yesterday about the conversation, and of course this is just his side of the story, but he’s making it out to be that the White House is willing to go up to $1.3 trillion, but Pelosi is standing firm at $2.2 trillion like I told you yesterday, and Meadows is saying that Pelosi, and we heard this about Schumer as well, that the Democrats just want a topline number for the Republicans to agree to and then Democrats fill in the details later.

I don’t know if this is true, but this is just what the Republicans have been saying, Mark Meadows is not optimistic about stimulus negotiations, and so he said that Trump may take more executive actions, here’s the clip.

Eric: Is there any news you can update us on on the negotiations with the democrats surrounding some of the COVID aid?

Mark Meadows: Well, I just wanted to let you know, and thank you for bringing it up, Eric. And so I’ll share with you details of a conversation that I had with Speaker Pelosi yesterday that I’ve not shared with anybody else spent about 25 minutes on the phone trying to get assistance for not only for the the people that are hurting for those that need enhanced unemployment and businesses that are struggling, but assistance for our teachers and education for for daycare, additional assistance there so that we can deal with this in a real way. And, so as I had that discussion with her, she made the most compelling and contradictory statements that I think I’ve ever heard, because what she said was, is She wants to spend $2.2 trillion. That 1.3 trillion is not enough. But what she went further to say is, is she didn’t want to give any of the details on how she would spend that $2.2 trillion. And so when I said, “Well, what would that mean for education?”, Pelosi said, “I’m not going to tell you”. “What is that going to mean, for state and local health?”,  “I’m not going to tell you”, you’re supposed to trust the Speaker of the United States with the hardworking American taxpayer dollars. I can tell you, it’s not her money. It’s the people that are watching right now. We’re going to be good stewards of that. And as we look at that, it’s it’s critically important that we find some solutions. There’s been one person who’s been willing to act and I pointed this out to the speaker yesterday. It hasn’t been Congress. It’s been the President of the United States that makes sure that we have enhanced unemployment. We make sure that eviction protection is there and making sure that we take student loans and say, you don’t have to pay those loans during this pandemic time. It’s it’s also been the president of the United States that says, let’s give the American people more money in their pocket book and with the payroll deduction, tax deferral and so he’s acting when Congress won’t.

Eric: So do you feel that they’re willing to make the negotiation to come to a deal or no?

Mark Meadows: I’m not optimistic that we’re going to get a deal. Nancy Pelosi would rather play politics than focus on the people, this President is going to focus on the people. So we’re going to look at additional executive actions.

Meadows said they’re looking at additional executive actions.  But the question is, what could they really do of any significance?

What funds could they tap into to really make a difference right now?  I don’t know.  They had to tap into FEMA’s Disaster Relief Fund to fund these $300 weekly retroactive payments, so I don’t know where they would get this additional money from to do anything significant for the people.

Pelosi’s Response

Pelosi for her part responded to Meadows yesterday with a Dear Colleague letter, saying, “The Democrats are unified, but the Republicans are in disarray.  Press reports are stating that Mitch McConnell has come down to $500 billion in his proposal and that Mark Meadows is saying that the White House might go to $1.3 trillion.  Neither of these proposals would meet the needs of American workers and families.”

She criticized the Republicans’, in her view, reluctance to give more money for testing and tracing and schools and state and local government aid.

Frankly, I don’t get the skinny Republican bill like Pelosi said, like, what’s the point of this skinny bill that has no chance, it’s like the other extreme of the HEROES Act?  But on the other hand, I wouldn’t say that Democrats are exactly unified either, because we know a lot of the “little guy”, the “little gal” Democrats from your local districts out there want compromise, but Pelosi’s holding out.

Both Sides A Little Bit Closer

But look, I guess in a sense if we want to extract some good news out of this it’s that both sides have inched a little bit closer together, Pelosi had originally said we want $3.4 trillion but we’ll go down to $2.4 trillion and now she’s saying $2.2 trillion, Republicans had originally proposed $1 trillion and now they’re up to, at least according Meadows from the White House’s perspective, $1.3 trillion.  So for the first time they’re less than $1 trillion apart, the difference between $1.3 trillion and $2.2 trillion being, of course, $900 billion.

Good news?  Sure, I’ll call it good news even though the negotiations are pretty flat right now.

What to Look For Next Week

So what do we have to look forward to next week, the first week of September?

Well, there are two key dates.

The first key date is Tuesday, September 1, at 1:00 PM Eastern Time.  At that time, Treasury Secretary Steven Mnuchin, one of the two Republican stimulus negotiations, the other being Mark Meadows, will testify remotely in a hearing before the House Select Subcommittee on the Coronavirus Crisis.

The hearing is basically about stimulus and the ongoing need for more relief for the people.

The other key date is Friday, September 4, that’s a week from yesterday, when the Bureau of Labor Statistics will release the August jobs report, as you know, these jobs reports inform a lot of opinions about the next stimulus package among those in Congress.

Payroll Tax Deferral Update

Before we talk unemployment let’s talk about the payroll tax deferral since Tuesday, September 1, is the date when the deferral per the memorandum goes into effect, and the IRS issued guidance with respect to how employers should handle the deferral if they choose to do so.

And essentially the IRS is saying, look, employers, if you do opt into this deferral so your employees can get a little bit extra in their paychecks, 6.2% up $137,700, from September 1 through the end of the year, but they’re going to have to pay it back through their paychecks from January 1 through April 30, 2021.

And Trump of course simply said that if re-elected he wants to forgive these Social Security taxes entirely and Mnuchin said in that case to make up for them a transfer would be made from the Treasury’s General Fund to the Social Security Trust Funds.

Reality?  I don’t think that, if Trump is reelected, he will be able to convince Congress to mess with the payroll tax, because Democrats, who will almost certainly retain the House, they will want to make him look as bad as possible if reelected, and what could make him look more bad than people getting less money in their paychecks next January through April?

It’s just a mess.

Unemployment Update

Yesterday, both Wyoming and Oregon were approved by FEMA for the grant for $300 weekly unemployment boost for three weeks, which will likely just be retroactive, that brings the total number of approved states to thirty-seven, with only five, Arizona, Texas, Louisiana, Missouri, and Tennessee actually paying at this point.

Also, yesterday, Minnesota announced that it applied for a FEMA grant, leaving only Nebraska and the District of Columbia having not stated whether they will apply or have applied for a grant.
