So the Democrats have released their bill for the next stimulus act, calling it the HEROES Act, and yes there are more stimulus checks, I covered those in videos yesterday.
Now in this video I’m going to walk you through what the HEROES Act is proposing about unemployment.
This is a very important topic because just this morning Federal Reserve Chairman Jerome Powell said that 40% of households in the United States with household income of less than $40,000 a year lost their jobs in March.
That is a staggering figure. Powell said, “This reversal of economic fortune has caused a level of pain that is hard to capture in words, as lives are upended amid great uncertainty about the future.”
The fact of the matter is, ladies and gentleman, that we will see Depression-era unemployment figures at least in the short-term, the unemployment figures are going to continue to look absolutely brutal.
Powell also called for Congress to be ambitious regarding the next relief bill, and Democrats have certainly heeded that call.
Now, earlier today I released a video about the Heroes Fund component of the HEROES Act, the Heroes Fund is the hazard pay for essential employees, that concept I could see maybe getting bipartisan support even with people like Lindsey Graham saying HEROES Act is dead on arrival, but this topic I’m going to talk about in this video on extending the unemployment benefits in the CARES Act, just my personal opinion, this is going to be a hard sell for the Republicans because remember they want to reopen America sooner rather than later, get people back to work, and for many lower- and middle-income workers, receiving $600 a week on top of state unemployment benefits makes it not so attractive for them to go back to work in the midst of a virus.
If Republicans touch unemployment, I’m thinking they would actually want to make it less attractive so it makes it more attractive for people to go back to work.
So extending unemployment benefits, as the Democrats have proposed in the HEROES Act, is antithetical to getting people back to work.
Now, not everybody will have a job to go back to, some jobs are gone for good, what about those people, those folks don’t fit into the neat little equation of people going back to work equals greatness, so who knows, anything can happen with a virus, and if it turns out that going back to work and reopening American this quickly isn’t a good idea, well, Republicans might get on board with extended unemployment, but with the trajectory they’re hoping for, I’m not feeling it, if anything, I would think that they would want to limit it.
But I want to tell you what the Democrats have proposed just so you’re aware.
Now some of the provisions in the HEROES Act with respect to unemployment are similar, but not identical, to the provisions in the Strengthening UI for Coronavirus Impacted Workers and Students Act that I told you about in the second video I released on Cinco de Mayo.
So if you’ll recall, the CARES Act provided for the $600 FPUC, that’s the Federal Unemployment Pandemic Compensation, this is an extra $600 weekly on top of your regular state unemployment benefits even if you just get $1 weekly of state unemployment.
Other YouTubers are erroneously referring to this extra $600 a week as the PUA, the Pandemic Unemployment Assistance, but that’s something else, and that’s something else I will talk about later in this video.
The extra $600 weekly is the FPUC, and under the CARES Act, this FPUC is currently set to expire on July 31.
The HEROES Act, that’s the new Democratic stimulus bill, proposes to extend the $600 per week FPUC through January 31, 2021, but this date is a soft cutoff, meaning that if you’re still receiving state unemployment benefits on January 31, you could still receive the extra $600 weekly after that date until the earlier of when your state unemployment benefits expire or March 31, 2021, whichever comes first.
The HEROES Act would also extend other aspects of the CARES Act unemployment provisions through January 31, 2021, including the federal reimbursement for states that waived the “waiting week” for the first week of regular unemployment compensation as well as an extension until January 31 of the PUA, that’s the Pandemic Unemployment Assistance that provides unemployment benefits, including the FPUC, to those who would not typically qualify for unemployment such as the self-employed, and the PUA is also extended to January 31 with a soft cutoff through March 31.
Also the PEUC, the Pandemic Extended Unemployment Compensation, that’s the additional 13 weeks of unemployment, which includes the $600 weekly FPUC, beyond the number of weeks that states typically give for regular unemployment, so if your state normally offers unemployment up to 26 weeks, the PEUC ups that to 39, this provision is also extended to January 31 with a soft cutoff through March 31.
The HEROES Act also proposes for all means-tested programs to disregard the $600 FPUC when determining eligibility for benefits for all federal, state, and local programs.
What’s a means-tested program? By “means” they basically mean your “income” and sometimes your “assets,” to see if you’re eligible for the program.
If your means are too high, you make a certain amount of money, then you aren’t eligible for that program.
An example is Medicaid. You can’t make more than a certain amount of money and still be eligible for Medicaid.
Now, under the CARES Act, the $600 FPUC is not counted as income for determining Medicaid eligibility, nor for Children’s Health Insurance Program, or CHIP, eligibility.
However, as things exist right now, the $600 FPUC could affect the “means” calculation, could affect one’s eligibility for programs like Section 8 federally assisted housing, Temporary Assistance for Needy Families, WIC, SNAP benefits — and by the way, HEROES Act proposes to increase SNAP benefits, by 15% and increase the minimum monthly benefit to $30, that’s just a side note.
That is not an exhaustive list even at the federal level and plus the HEROES Act calls for this for state and local programs as well.
So what this bill would do is say that, for all of those means-tested programs, not just Medicaid and CHIP, for all of these means-tested programs at the federal, state, and local levels, the $600 weekly FPUC would not be considered when determining eligibility, it would not be considered income, it would not be considered means, so basically it would mean that no one could lose their food stamps eligibility because the extra $600 a week put them over the income limit, for example.
Also, if they’re looking at your assets, often called resources by these programs, the HEROES Act proposes that the $600 FPUC payments can’t be considered an asset, a resource, for 9 months after receipt for purposes of these means-tested programs.
Also, one thing to remember is that unemployment benefits, including the FPUC and PUA, are taxable for federal income tax purposes. Also, most states with an income tax consider unemployment benefits taxable for state income tax purposes, California, where I live, of course, is a notable exception along with a few others states.
Alright, that is what I have for you concerning the HEROES Act and unemployment, I am now going to dive back into the 1,800-plus-page HEROES Act and tell you more about what’s in there, topic by topic.
